Censos Web and the new 036 form: the digital revolution for entrepreneurs

The Spanish Tax Agency (AEAT) has launched "Censos Web", a new tool that significantly simplifies the registration process for business owners, professionals, and withholders. Thanks to this guided and digitalised system, registering as a self-employed worker or entrepreneur in Spain is now easier, faster, and safer.

What is "Censos Web" and how does it work?

Registering with the Census of Business Owners, Professionals and Withholders has historically been one of the most complex formalities for those starting an economic activity. Form 036, with its technical language and rigid structure, often posed a barrier. "Censos Web" was created to eliminate that obstacle and provide a smoother user experience.

Through the AEAT’s electronic headquarters, using Cl@ve, electronic certificate or DNIe, users can now benefit from:

  • A guided and user-friendly process, with simple questions.

  • Contextual information and helpful alerts, preventing common mistakes.

  • Immediate registration after entering key details: activity, location, and start date.

  • Full census management, including data updates and de-registration.

  • A personalised interface, showing only relevant fields and pre-filled boxes.

  • Automatic determination of applicable tax regimes (IRPF, VAT, etc.), based on the user’s responses.

  • Inclusion in special registers, such as Excise Duties or other mandatory records.

A new 036 form for specific cases

Although "Censos Web" covers the majority of typical cases, in some situations the system redirects users to a newly improved 036 form, specially designed for freelancers and entrepreneurs.

Key improvements include:

  • Removal of fields for legal entities, when filed by individuals.

  • Integrated activity search tool, consistent with the one used in "Censos Web".

  • Enhanced technical features, adopted from systems like "Renta Web": pre-validation, error alerts, options to save, retrieve and preview draft submissions.

This new form is particularly useful for:

  • Agricultural, livestock, and fishing activities.

  • Retailers with intra-community sales.

  • Entrepreneurs in Canary Islands, Ceuta, and Melilla, where VAT does not apply.
